12.1 Purpose
12.1.1 CRU is committed to transparency, fairness, and responsible governance.
12.1.2 This Policy outlines how CRU:
• (a) Reports moderation activity
• (b) Discloses political advertising information
• (c) Handles government requests
• (d) Maintains internal accountability
12.1.3 This Policy supports compliance with:
• (a) Information Technology Act, 2000
• (b) Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021
12.2 Transparency Reporting
12.2.1 CRU may periodically publish a Transparency Report containing aggregated data on:
• (a) Number of user complaints received
• (b) Categories of complaints
• (c) Content removal actions taken
• (d) Account suspensions and bans
• (e) Government takedown requests
• (f) Copyright notices
• (g) Political advertisements accepted and rejected
12.2.2 Reports will not disclose personal user data.
12.3 Government & Legal Requests
12.3.1 CRU may receive:
• (a) Court orders
• (b) Government blocking directives
• (c) Law enforcement data requests
12.3.2 Where legally permissible, CRU may disclose:
• (a) The number of such requests
• (b) The type of requests
• (c) General compliance outcomes
12.3.3 CRU complies only with lawful and valid directives.
12.4 Political Advertisement Transparency
12.4.1 CRU may maintain internal records of:
• (a) Political advertiser identity
• (b) Duration of advertisement
• (c) Nature of sponsored content
• (d) Broad targeting criteria
12.4.2 Where appropriate, CRU may disclose aggregated political advertising statistics.
12.5 Moderation Accountability
12.5.1 CRU moderation is based on:
• (a) Published Community Guidelines
• (b) Content Policy standards
• (c) AI-assisted review with human oversight
12.5.2 CRU does not moderate based on political ideology but on rule violations.
12.5.3 Appeal mechanisms are available for affected users.
12.6 Algorithmic Accountability
12.6.1 CRU may provide general information about:
• (a) Use of AI moderation tools and contextual information systems
• (b) Content visibility adjustments and ranking principles
• (c) Civic Credibility Score factors (in general terms)
• (d) Enforcement categories and moderation principles
12.6.2 CRU is not required to disclose proprietary algorithms, scoring formulas, ranking systems, Civic Credibility Score calculation methods, or platform integrity mechanisms.
12.6.3 Such systems constitute confidential business information and trade secrets, and disclosure could enable manipulation or abuse.
12.7 Internal Governance
12.7.1 CRU maintains:
• (a) Internal moderation logs
• (b) Escalation protocols
• (c) Documentation of enforcement decisions
• (d) Periodic internal review of moderation consistency
12.7.2 Senior management oversight may be applied in politically sensitive cases.
12.8 User Privacy Protection
12.8.1 Transparency reports will:
• (a) Avoid publishing personal data
• (b) Avoid identifying complainants
• (c) Avoid exposing private user information
12.8.2 All disclosures are subject to Privacy Policy safeguards.
12.9 Limitations of Transparency
